Rows appear only when the underlying value is verified: the Java 1.8–1.12.2 row requires a reviewed historical numerical ID, and the Bedrock row appears only when this exact namespaced ID exists in the Bedrock registry.
Quick answer: Use minecraft:sponge in modern Java commands. Sponges come from ocean monuments — elder guardians drop them, and sponge rooms hold about 30. A dry sponge soaks up water around it and turns wet; smelt it to use it again.
The only water-removal block
Place a dry sponge in water and it instantly absorbs the water around it — up to about 65 water blocks in a sphere — becoming a wet sponge. Smelt a wet sponge in a furnace and it is ready to use again (keep an empty bucket in the fuel slot and it comes out filled).
This makes sponges the tool for draining ocean monuments, clearing underwater build sites, and fixing flooded caves. Sand and gravel work for small puddles, but nothing else removes water in bulk.
Ocean monuments are the only source. Kill the three elder guardians (Mining Fatigue makes this slow — bring milk and water breathing), then find the sponge room if the monument has one; it is a hidden chamber near the top with wet sponges hanging from the ceiling.
A drained monument doubles as a guardian farm and a base location, so the sponge hunt usually becomes a full project: dry the monument room by room with your own sponges, sectioning it with sand walls as you go.
