Give Dolphin's Grace II for 60 seconds (Java Edition 1.13+; duration in seconds, then amplifier where 0 = level I):

Dolphin's Grace multiplies your swimming speed while a dolphin swims nearby, the fastest unpowered way to move through water.
Swim close to a dolphin and the effect applies automatically for a few seconds, refreshing while the dolphin keeps pace. There is no potion or item source; befriending dolphins by swimming with them is the whole mechanic.
Chain dolphins along a water route and you effectively have an underwater highway, especially paired with Depth Strider III boots. Dolphins also lead you to shipwrecks and ruins when fed raw cod, making them double-useful.
The effect ID for Dolphin's Grace is minecraft:dolphins_grace. Java Edition 1.13+ /effect commands use this namespaced form.
Run /effect give @p minecraft:dolphins_grace 60 1 to get Dolphin's Grace II for 60 seconds. The first number is the duration in seconds; the second is the amplifier (0 = level I, 1 = level II). Remove it with /effect clear @p minecraft:dolphins_grace.
