Mining Fatigue is a harmful (negative) status effect in Minecraft Java Edition 1.21.

Give Mining Fatigue II for 60 seconds (Java Edition 1.13+; duration in seconds, then amplifier where 0 = level I):
Remove the effect from the nearest player:
Mining Fatigue slashes your mining and attack speed, and at level III, applied by elder guardians, mining nearly stops for five minutes.
The effect is inflicted by elder guardians when you approach an ocean monument: every minute or so they apply Mining Fatigue III for five minutes to nearby players. Command setups can apply it manually, but in survival it is purely a monument hazard.
Drink milk to clear Mining Fatigue instantly; bring several buckets for a monument raid. The effect also slows attack speed, so fighting guardians while fatigued is doubly painful, which is why players clear the elders first.
The effect ID for Mining Fatigue is minecraft:mining_fatigue. Java Edition 1.13+ /effect commands use this namespaced form. On Java 1.12.2 and earlier the numerical ID was 4.
Run /effect give @p minecraft:mining_fatigue 60 1 to get Mining Fatigue II for 60 seconds. The first number is the duration in seconds; the second is the amplifier (0 = level I, 1 = level II). Remove it with /effect clear @p minecraft:mining_fatigue.
