Why you always end up with stacks of it
Netherrack breaks almost instantly with any pickaxe, so every nether trip fills your inventory with it whether you want it or not. That softness is useful: strip-mining for ancient debris goes through netherrack quickly, and it makes a serviceable scaffolding or filler block in a pinch.
Its signature trick is fire: light the top of a netherrack block and the flame never goes out. That makes it the standard permanent-fire block for traps, lighting, and mob farm kill floors.

Beyond filler: nylium, bricks, and gold
Crimson and warped nylium are the grass-like tops of the nether forests — spread them onto netherrack with bone meal to grow fungi and roots. Netherrack itself smelts into nether brick, the ingredient for the dark castle-building nether brick family.
Mining netherrack is also how you find the nether's ores: nether gold ore and nether quartz ore generate inside it, and the ancient debris everyone actually wants hides at low Y levels inside the same rock.
From furnace to bricks — and what you cannot do
Netherrack itself cannot be crafted at a crafting table — you mine it in the Nether. What you can do is smelt it: one netherrack in a furnace becomes one nether brick in 10 seconds (0.1 XP per block), and four nether bricks then craft into a nether brick block in a 2×2 pattern.
It is also an ingredient in two smithing-template copy recipes: the Netherite Upgrade template and the Rib armor trim template each duplicate when combined with netherrack and their source template.
